Only Earth has to be accurate which narrows down a lot of the work. The rest of the universe can be randomly generated and developed over time. The original elder scrolls game had an enormous map, fixed cities but the rest randomly generated and that ran smoothly on ancient hardware.

If it was successfully done though it could quite possibly be one of the greatest games ever.
