On Al Jazeera some Scottish border patrol person was asked about precautions they had taken re people coming in fom Sierra Leone etc. He gave some long winded speech about how they warned folk re this and that on entry and symptoms to look out for, numbers to call etc. What he actually meant was.....they were handed a leaflet. Problem and panic solved.
